If you are in Egypt then you are in late level, the evaluation rate will be small, but the website owner levels are not the country level as may some one thinks, because of simple reason, the website owner level is related to the amount of the entering advertisements of the county the website owner from.

Example: the evaluation of the Moroccan websites is higher than other Arabic websites because the amount of the Moroccan websites in Google is so high, then the levels evaluation for visitors and website owners increased.

-Of course, paid service website is 100% better, simple reason, you will raise the level of your website, then Google Ads will be Optional, so the whole evaluation will be increased.
It is right you won't find visitors, there is a solution, as we said above Million visitors won't fit a website is close to have the Ads account blocked.

That doesn’t mean free services website would have Ads account blocked, but the rate of the earnings will be lower than earnings for paid services websites, so it depend on increasing visitors' amount.
